Almost always the gluten is too tight, either because the dough is still cold from the fridge or it hasn't had a proper bulk ferment. Bring it fully to room temperature for 1 to 2 hours and rest it 10 minutes between stretches. Cold, tense gluten fights you; relaxed gluten stretches on its own.
